We called for extending the incentive beyond manufacturing to productivity-enhancing investments in services, logistics and other sectors, as well as including renewable energy and digital infrastructure projects. We also proposed clarifying the double deduction of eligible investment costs, introducing an unlimited application period for the new incentive, refining the assessment of its impact on the state budget and simplifying its administration.<\/p>\n<p style=\"text-align: justify;\" data-pm-slice=\"1 1 []\"><strong>4 November 2026<\/strong><\/p>\n<ul style=\"text-align: justify;\" data-spread=\"false\">\n<li>To the Prime Minister of the Republic of Lithuania, Mindaugas Sinkevi\u010dius, and the Minister of Finance, Taurimas Valys<\/li>\n<\/ul>\n<p style=\"text-align: justify;\"><a href=\"http:\/\/investorsforum.lt\/wp-content\/uploads\/2026\/11\/2026-11-04-Del-butinybes-laikytis-alkoholio-akcizu-didinimo-plano.pdf\" target=\"_blank\" rel=\"noopener\">We call for adherence to the approved 2025\u20132027 alcohol excise duty increase plan<\/a><\/p>\n<p style=\"text-align: justify;\">Together with the Lithuanian Confederation of Industrialists and the Lithuanian Business Confederation, we urged the Government not to increase alcohol excise duties beyond the rates already established in the approved 2025\u20132027 plan. We highlighted that excise duties are already set to rise by up to 25.2% from 1 January 2027, while additional increases would undermine tax policy stability, encourage cross-border alcohol purchases and increase the risk of illicit trade. We also proposed that the next excise duty plan for 2028\u20132030 be developed through early consultations with business associations and based on a thorough assessment of its economic impact.<\/p>\n<p style=\"text-align: justify;\" data-pm-slice=\"1 1 []\"><strong>30 October 2026<\/strong><\/p>\n<ul style=\"text-align: justify;\" data-spread=\"false\">\n<li>To the Prime Minister of the Republic of Lithuania, Mindaugas Sinkevi\u010dius, and the Minister of Finance, Taurimas Valys<\/li>\n<\/ul>\n<p style=\"text-align: justify;\"><a href=\"http:\/\/investorsforum.lt\/wp-content\/uploads\/2026\/10\/IF_siulymas_LRV_9_sprendimai.pdf\" target=\"_blank\" rel=\"noopener\">We propose maintaining the approved excise duty increase plan for tobacco and nicotine products<\/a><\/p>\n<p style=\"text-align: justify;\">Together with the Lithuanian Business Confederation, we urged the Government to adhere to the approved 2025\u20132027 excise duty increase plan for tobacco and nicotine products and refrain from introducing additional increases before its completion. We emphasized that unexpected tax changes would undermine investors\u2019 legitimate expectations, reduce the predictability of the business environment, and increase the risks of smuggling and the shadow economy. We proposed generating additional budget revenue by regulating and taxing the nicotine pouch market, which could generate approximately EUR 90 million in 2027\u20132029, and by recalculating excise duties on existing stocks of e-cigarette liquids. We also called for early consultations with business associations and experts on the next excise duty plan, starting in 2028.<\/p>\n<p style=\"text-align: justify;\" data-pm-slice=\"1 1 []\"><strong>28 October 2026<\/strong><\/p>\n<ul style=\"text-align: justify;\" data-spread=\"false\">\n<li>To the Prime Minister of the Republic of Lithuania, Mindaugas Sinkevi\u010dius<\/li>\n<\/ul>\n<p style=\"text-align: justify;\"><a href=\"http:\/\/investorsforum.lt\/wp-content\/uploads\/2026\/10\/IF_siulymas_LRV_9_sprendimai.pdf\" target=\"_blank\" rel=\"noopener\">We propose 9 measures to increase Lithuania\u2019s economic productivity<\/a><\/p>\n<p style=\"text-align: justify;\">Following the Forum with the Government held on 26 October, we submitted nine concrete proposals to increase Lithuania\u2019s economic productivity. We proposed developing a migration strategy focused on attracting talent, piloting a six-year primary education model, expanding incentives for reinvested profits, creating more favourable conditions for data centre development, and ensuring proportionate business supervision. We also called for improvements in road quality, stronger direct air connectivity, the use of artificial intelligence analytics to reduce the shadow economy, and the introduction of public performance indicators for the public sector. We asked the Government to consider these proposals and provide information on planned implementation measures.<\/p>\n<p style=\"text-align: justify;\"><strong>Annex:<\/strong> <a href=\"http:\/\/investorsforum.lt\/wp-content\/uploads\/2026\/10\/20261026-forumas-su-vyriausybe.pdf\" target=\"_blank\" rel=\"noopener\">Presentation \u201cA Safe and Prosperous Lithuania\u201d from the Forum with the Government held on 26 October 2026.<\/a><\/p>\n<p style=\"text-align: justify;\"><strong>23 October 2026<\/strong><\/p>\n<ul>\n<li style=\"text-align: justify;\">Ministry of Finance of the Republic of Lithuania and State Tax Inspectorate (STI)<\/li>\n<\/ul>\n<p style=\"text-align: justify;\"><a href=\"http:\/\/investorsforum.lt\/wp-content\/uploads\/2026\/10\/IF-pasiulymai-Finmin-ir-VMI-del-PVM-taikymo.pdf\" target=\"_blank\" rel=\"noopener\">We propose clarifying VAT rules for healthcare services<\/a><\/p>\n<p style=\"text-align: justify;\">We called for clear and consistent application of VAT and VAT exemptions to healthcare services, closely related services, and non-medical services. We proposed involving social partners in further discussions between the relevant authorities, harmonising the criteria for VAT treatment, patient payments, and regulatory oversight, and consulting social partners on the proposed amendments to the VAT commentary. We also requested that inspections and enforcement measures related to these services be suspended until the authorities issue a coordinated interpretation, and that healthcare providers be given sufficient time to adapt to the clarified requirements.<\/p>\n<p style=\"text-align: justify;\" data-pm-slice=\"1 1 []\"><strong>20 October 2026<\/strong><\/p>\n<ul style=\"text-align: justify;\" data-spread=\"false\">\n<li>To Eugenijus Sabutis, Member of the Seimas of the Republic of Lithuania<\/li>\n<\/ul>\n<p style=\"text-align: justify;\"><a href=\"http:\/\/investorsforum.lt\/wp-content\/uploads\/2026\/10\/Kreipimasis_E_Sabuciui_20261020.pdf\" target=\"_blank\" rel=\"noopener\">We propose allowing category B licence holders to drive electric vans weighing up to 4,250 kg<\/a><\/p>\n<p style=\"text-align: justify;\">We proposed allowing drivers who have held a category B licence for at least two years to drive electric and other alternatively fuelled goods vans with a maximum authorised mass of up to 4,250 kg in Lithuania from 1 January 2027. We highlighted that the additional driver qualification currently required for vans that exceed the weight limit due to their batteries increases business costs and slows the transition to electric transport. We called for the use of the national exemption available under the existing EU directive and for the legislative amendment to be considered under an urgent procedure.<\/p>\n<p style=\"text-align: justify;\" data-pm-slice=\"1 1 []\"><strong>20 October 2026<\/strong><\/p>\n<ul style=\"text-align: justify;\" data-spread=\"false\">\n<li>To the Committee on Budget and Finance and the Committee on Legal Affairs of the Seimas of the Republic of Lithuania<\/li>\n<\/ul>\n<p style=\"text-align: justify;\"><a href=\"http:\/\/investorsforum.lt\/wp-content\/uploads\/2026\/10\/Investors_Forum_pozicija_MAI_paketas_Seimui_2026-10-20.pdf\" target=\"_blank\" rel=\"noopener\">We call for proportionate expansion of the tax administrator\u2019s powers<\/a><\/p>\n<p style=\"text-align: justify;\">We supported the aim of strengthening the fight against tax fraud but noted that the proposed measures to restrict companies\u2019 activities, prohibit transactions and payments, and initiate liquidation are too broad and could cause irreversible harm to businesses. We proposed that restrictions on business activities should be used only as a last resort, with effective judicial oversight, the right to be heard and safeguards for compliant taxpayers. We also called for taxpayer reliability criteria and restrictions on tax refunds to reflect the nature of the specific infringement and the associated risk, and urged a thorough review of the draft legislation.<\/p>\n<p style=\"text-align: justify;\" data-pm-slice=\"1 1 []\"><strong>19 October 2026<\/strong><\/p>\n<ul style=\"text-align: justify;\" data-spread=\"false\">\n<li>To the Office of the Government of the Republic of Lithuania and the Ministry of Finance; cc: the Seimas Committee on Budget and Finance and the Committee on Energy and Sustainable Development<\/li>\n<\/ul>\n<p style=\"text-align: justify;\"><a href=\"http:\/\/investorsforum.lt\/wp-content\/uploads\/2026\/10\/2026-10-19-del-degalu-akcizo-grazinimo.pdf\" target=\"_blank\" rel=\"noopener\">We propose a partial fuel excise duty refund for road hauliers<\/a><\/p>\n<p style=\"text-align: justify;\">Together with the Lithuanian Confederation of Industrialists and the Lithuanian Business Confederation, we called on the Government to support a partial fuel excise duty refund mechanism to strengthen road hauliers\u2019 competitiveness, encourage fuel purchases in Lithuania and increase budget revenue. We urged the Ministry of Finance to publish its fiscal impact calculations and underlying assumptions, and proposed refining the draft to ensure compliance with EU law and the Constitution. We also proposed establishing objective statutory criteria under which the Government could set the refund at between 0 and 20 euro cents per litre.<\/p>\n<p style=\"text-align: justify;\" data-pm-slice=\"1 1 []\"><strong>16 October 2026<\/strong><\/p>\n<ul style=\"text-align: justify;\" data-spread=\"false\">\n<li>Ministry of Finance of the Republic of Lithuania<\/li>\n<\/ul>\n<p style=\"text-align: justify;\"><a href=\"http:\/\/investorsforum.lt\/wp-content\/uploads\/2026\/10\/Investors_Forum_pozicija_MAI_paketas_2026-10-16.pdf\" target=\"_blank\" rel=\"noopener\">We propose refining the expansion of tax administration powers and safeguarding compliant businesses<\/a><\/p>\n<p style=\"text-align: justify;\">We supported the objective of tackling tax fraud more effectively but stressed that the proposed restrictions on companies\u2019 operations, transactions and payments could cause irreversible harm before the final tax liability is established. We proposed using restrictions on business operations only as a last resort, based on concrete evidence of intentional fraud and after exhausting less restrictive alternatives. We called for effective prior judicial scrutiny, the right to a defence, and safeguards for employees and business partners acting in good faith. We also proposed linking taxpayer reliability criteria and restrictions on tax refunds to the nature and scale of the infringement, culpability and the specific risk involved.<\/p>\n<p style=\"text-align: justify;\" data-pm-slice=\"1 1 []\"><strong>13 October 2026<\/strong><\/p>\n<ul style=\"text-align: justify;\" data-spread=\"false\">\n<li>To the Office of the Government of the Republic of Lithuania; copy to: Ministry of Transport and Communications of the Republic of Lithuania and Communications Regulatory Authority of the Republic of Lithuania<\/li>\n<\/ul>\n<p style=\"text-align: justify;\"><a href=\"http:\/\/investorsforum.lt\/wp-content\/uploads\/2026\/10\/LVK-Infobalt-IF-rastas-del-LRV-nutarimo-pakeitimo-projekto-Nr.-26-12847-2026-10-12.pdf\" target=\"_blank\" rel=\"noopener\">We propose strengthening electronic communications resilience and avoiding duplicate requirements<\/a><\/p>\n<p style=\"text-align: justify;\">Together with the Lithuanian Business Confederation and INFOBALT, we proposed including providers of public electronic communications networks and services in the list of critical entities. We emphasised the importance of communications for the continuity of essential services and proposed recognising risk assessments, documents and resilience measures already completed under other legislation to avoid duplicate requirements and additional administrative burdens. We also proposed identifying priority measures to strengthen resilience and potential sources of national and European Union funding.<\/p>\n<p style=\"text-align: justify;\" data-pm-slice=\"1 1 []\"><strong>13 October 2026<\/strong><\/p>\n<ul style=\"text-align: justify;\" data-spread=\"false\">\n<li>To the Ministry of Finance of the Republic of Lithuania<\/li>\n<\/ul>\n<p style=\"text-align: justify;\"><a href=\"http:\/\/investorsforum.lt\/wp-content\/uploads\/2026\/10\/FINMIN_investicine_saskaita.pdf\">We support simplifying the investment account regime<\/a><\/p>\n<p style=\"text-align: justify;\">We supported the proposal to simplify the investment account regime and extend its scope to non-equity securities acquired during an initial offering. We also supported allowing individuals who become Lithuanian tax residents to allocate previously acquired eligible financial products to their investment accounts. We proposed clearly defining the tax consequences and investor safeguards if securities are not admitted to trading within the specified timeframe for reasons beyond the individual\u2019s control, and ensuring clear tax reporting procedures.<\/p>\n<p data-pm-slice=\"1 1 []\"><strong>7 October 2026<\/strong><\/p>\n<ul data-spread=\"false\">\n<li>\n<p style=\"text-align: justify;\">To the Prime Minister of the Republic of Lithuania, Mindaugas Sinkevi\u010dius<\/p>\n<\/li>\n<\/ul>\n<p style=\"text-align: justify;\"><a href=\"http:\/\/investorsforum.lt\/wp-content\/uploads\/2026\/10\/Lietuva-ne-sala_Viesas-kreipimasis-i-Premjera-su-parasais.pdf\" target=\"_blank\" rel=\"noopener\">\u201cLithuania Is Not an Island\u201d: public appeal on air connectivity<\/a><\/p>\n<p style=\"text-align: justify;\">Together with other business organisations, we submitted an appeal regarding Lithuania\u2019s deteriorating air connectivity and its impact on the country\u2019s competitiveness, investment and security. We called for convenient connections to key EU and NATO capitals, particularly ahead of Lithuania\u2019s Presidency of the Council of the EU in 2027. We proposed allocating at least an additional EUR 10 million in the 2027 and subsequent annual budgets to support strategically important scheduled air routes.<\/p>\n<p style=\"text-align: justify;\" data-pm-slice=\"1 1 []\"><strong>6 October 2026<\/strong><\/p>\n<ul style=\"text-align: justify;\" data-spread=\"false\">\n<li>To the Committee on Budget and Finance of the Seimas of the Republic of Lithuania<\/li>\n<\/ul>\n<p style=\"text-align: justify;\"><a href=\"http:\/\/investorsforum.lt\/wp-content\/uploads\/2026\/10\/2026-10-06-Nr.S.pdf\">Comments on the mechanism for setting maximum fuel prices<\/a><\/p>\n<p style=\"text-align: justify;\">Together with the Lithuanian Confederation of Industrialists and the Lithuanian Business Confederation, we submitted comments on the proposed fuel price caps. We emphasised that the need for regulation had not been adequately justified and that price caps could weaken competition and increase prices for consumers. We also highlighted unclear conditions for applying the mechanism and the lack of an assessment of its impact on the fuel supply chain. This would make it easier for companies to switch to electric vans and help reduce their exposure to rising diesel prices, ahead of the EU rules becoming applicable in November 2027.<\/p>\n<p style=\"text-align: justify;\" data-pm-slice=\"1 1 []\"><strong>29 September 2026<\/strong><\/p>\n<ul style=\"text-align: justify;\" data-spread=\"false\">\n<li>To Edvinas Grik\u0161as, Minister of the Economy and Innovation of the Republic of Lithuania<\/li>\n<\/ul>\n<p style=\"text-align: justify;\"><a href=\"http:\/\/investorsforum.lt\/wp-content\/uploads\/2026\/09\/EIMIN-del-lazeriu-eksporto-licenciju.pdf\">Proposals to improve laser export licensing practices<\/a><\/p>\n<p style=\"text-align: justify;\">We proposed ensuring advance consultations for exporters, setting an overall maximum time limit for processing applications, and strengthening the expertise and accountability of the authorities assessing licence applications. We also proposed organising joint training for authorities and businesses, monitoring the entire licensing process, and reviewing progress after three months. These measures would help reduce delays and make Lithuanian laser exports more straightforward and predictable.<\/p>\n<p style=\"text-align: justify;\"><strong>25 September 2026<\/strong><\/p>\n<ul style=\"text-align: justify;\" data-spread=\"false\">\n<li>To the Ministry of Health of the Republic of Lithuania; copied to the Government of the Republic of Lithuania and the Ministry of Social Security and Labour of the Republic of Lithuania<\/li>\n<\/ul>\n<p style=\"text-align: justify;\"><a href=\"http:\/\/investorsforum.lt\/wp-content\/uploads\/2026\/09\/Pasiulymas-seimu-paketui.pdf\">Proposal to include support for families facing fertility difficulties in the family policy package<\/a><\/p>\n<p style=\"text-align: justify;\">We proposed including measures to improve access to assisted reproduction services in the family policy package, assigning these services to the highest-priority service group, and ensuring funding that reflects the costs of modern treatment. If the state could not fully fund more expensive, medically justified treatment options, we proposed allowing patients to legally pay the price difference for the relevant medical devices. We also proposed considering funding a third treatment cycle where a medically justified chance of having a child remains.<\/p>\n<p><strong>25 September 2026<\/strong><\/p>\n<ul data-spread=\"false\">\n<li>To the Ministry of Social Security and Labour of the Republic of Lithuania<\/li>\n<\/ul>\n<p><a href=\"http:\/\/investorsforum.lt\/wp-content\/uploads\/2026\/09\/SADM-del-SKL.pdf\">Request to support efforts to improve cardiovascular health<\/a><\/p>\n<p>We called on the Ministry to support the development and implementation of the national cardiovascular health plan and, within its remit, contribute to disease prevention, healthier working environments, and the reduction of social and regional health inequalities. We proposed incorporating the goals of reducing premature mortality and enabling people to remain healthy and active in the labour market for longer into the demographic and social policy agenda, strengthening public health and the country\u2019s long-term social and economic resilience.<\/p>\n<p class=\"isSelectedEnd\" style=\"text-align: justify;\"><strong>September 21, 2026<\/strong><\/p>\n<ul style=\"text-align: justify;\" data-spread=\"false\">\n<li>Ministry of Finance of the Republic of Lithuania; copied to the Office of the Government of the Republic of Lithuania, the Ministry of the Economy and Innovation of the Republic of Lithuania, and the Office of the Committee on Budget and Finance of the Seimas of the Republic of Lithuania<\/li>\n<\/ul>\n<p class=\"isSelectedEnd\" style=\"text-align: justify;\"><a href=\"http:\/\/investorsforum.lt\/wp-content\/uploads\/2026\/09\/2026-09-21-Investors-Forum-pasiulymas-del-plonosios-kapitalizacijos-taisykles.pdf\" target=\"_blank\" rel=\"noopener\">Proposal on Thin Capitalisation Rules<\/a><\/p>\n<p style=\"text-align: justify;\">We proposed abolishing the currently applicable 4:1 thin capitalisation rule, as its purpose is already addressed by the EBITDA interest limitation rule, transfer pricing rules and other anti-tax avoidance measures. This change would reduce regulatory overlap, administrative burden and legal uncertainty. Where necessary, we proposed introducing additional safeguards for higher-risk financing cases through a narrowly targeted, risk-based provision in the Law on Corporate Income Tax.<\/p>\n<p style=\"text-align: justify;\" data-pm-slice=\"1 1 []\"><strong>8 September 2026<\/strong><\/p>\n<ul style=\"text-align: justify;\" data-spread=\"false\">\n<li>To the Tripartite Council of the Republic of Lithuania<\/li>\n<\/ul>\n<p style=\"text-align: justify;\"><a href=\"http:\/\/investorsforum.lt\/wp-content\/uploads\/2026\/09\/IF-Prasymas_itraukti_klausima_i_TT_darbotvarke_nedarbingumo-pazymejimai.pdf\" target=\"_blank\" rel=\"noopener\">Request to include short-term sick leave trends and the effectiveness of oversight on the Tripartite Council\u2019s agenda<\/a><\/p>\n<p style=\"text-align: justify;\">We proposed discussing recurring short-term sick leave, the effectiveness of oversight, and potential improvements to the system at the Tripartite Council. Employers highlighted that unexpected absences complicate operations and shift planning, increase workloads for other employees, and raise replacement costs.
