Vytautas Šilinskas has joined the management team of the Investors’ Forum, an association uniting the largest and most active investors in Lithuania’s economy. V. Šilinskas, a lawyer and labor law specialist, and a former Minister of Social Security and Labor, has taken on the role of Head of Policy and Corporate Affairs at the association. This May, he will become the Executive Director of the Investors’ Forum. V. Šilinskas will take over the position from Rūta Skyrienė, who has led the association since 2003.

“The tireless and professional activities of Rūta Skyrienė in recent decades have helped Lithuania become one of the most attractive countries for investors in Central and Eastern Europe. Thanks to this leader, the Investors’ Forum has become a reliable partner for both business and the state in improving the business environment and investment climate in Lithuania. On behalf of the association’s board and all members, I sincerely thank her for this invaluable contribution and I am confident that the competence and experience of the future Executive Director will ensure that the Investors’ Forum will continue to successfully fulfill its mission and help create a prosperous state and society,” says Rolandas Valiūnas, Chairman of the Board of the Investors’ Forum and Managing Partner of the law firm Ellex Valiunas.

V. Šilinskas led the Ministry of Social Security and Labor in 2024, and prior to that, from 2021, he was the Deputy Minister of Social Security and Labor. He supervised areas such as work environment, labor market, labor law, and social insurance, and served as the Chairman of the State Social Insurance Fund Board.

Before starting his activities at the ministry, V. Šilinskas was a lawyer and an associate partner at one of the largest law firms, TGS Baltic. The international legal directory “Legal 500” recognized him as one of the best labor law lawyers in Lithuania.

Meanwhile, the current Executive Director of the Investors’ Forum, R. Skyrienė, will continue her activities at the association. Until 2026, she will serve as the Strategic Consultant of the Investors’ Forum.

Operating since 1999, the Investors’ Forum currently unites more than 70 members, mostly foreign capital companies actively investing in Lithuania’s economy. The Investors’ Forum is a voluntary, completely independent, and self-governing organization. Its activities are financed by contributions collected from association members.

The mission of the association is to improve the business environment and investment climate in Lithuania in cooperation with state institutions and the business community.
