
For the 13th time in May, the transparency initiative No Country for Shadow invites the public, businesses, organizations, and state leaders to unite for a transparent Lithuania and to raise awareness about the impact of the shadow economy on our collective well-being.
In 2025, we move forward with the slogan: “From the Shadow – To Defense.”
Because money hidden in the shadows represents lost opportunities to strengthen national defense and security.
WHY IT MATTERS
Over 900 million EUR is lost annually from Lithuania’s budget due to uncollected VAT. The shadow economy could account for more than 7 billion EUR. These funds could be used to enhance Lithuania’s security and defense—modernizing the military, protecting national borders, improving infrastructure, and increasing societal resilience. Transparent business practices and fair tax payments contribute directly to a secure future for the country by ensuring a strong economy, a competitive environment, and public well-being.

ACTION
- May 29: Initiative launch and conference at the Government of the Republic of Lithuania – From the Shadows – To Defense
- May 29, 11:00 AM: Gathering at V. Kudirka Square near the initiative’s symbolic defense barricade. The meeting will be attended by Minister of Economy and Innovation Lukas Savickas, initiative partners, and organizers. Media representatives are invited.
- May 29 – June 12: A digital campaign for Lithuanian residents, shared by organizers, partners, and initiative supporters across social networks and digital screens. Everyone is encouraged to participate and spread the message to their audience.
- During the initiative, the State Tax Inspectorate will visit schools to educate students on the importance of paying taxes.
- Everyone is welcome to contribute by promoting awareness of the shadow economy’s harmful effects on the state and individuals.
The initiative is led by the transparency ambassador community Baltoji Banga and the Investors’ Forum association.
Participants include Gastropub +++, retail chain IKI, Circle K, retail chain Rimi, and ORLEN Lietuva, who will share initiative messages on their digital screens for customers.
